So far, two users have reported this. Both on PS CC.

The icon for it looks generic to me but on my system, the panel opens, flashes for a second, and then closes down. Restarting Photoshop doesn't have any effect. Other panel extensions (like Kuler) seem to work just fine. [...] Windows 7 64 bit.

It could be a bug with CEP, but I'm don't know for sure.
