WGET is enclosing the WARC-TARGET-URI with <> #927

WGET generated warcs are writing the WARC-TARGET-URI enclosed with < url >. My parser is not expecting this format. @amourao do you have the same problem?
Do we really need to account for this? Is this compliant with the WARC standard?
