Both pdftex and xetex produce weird "outlines" for mf.web and tex.web.

Investigate macro \[.

pdfwebmac.tex has a solution. In contrast, we keep the chapter numbers in the outlines/bookmarks.

Oops, XeTeX produces no outlines for starred sections at all.

Aargh, tex.web and mf.web re\define macro \N for starred sections and – obviously – leave out the PDF outline steps completely.
