Package upgrades and bug fixes

This release contains several recently merged bug fixes and package upgrades.

Alpha Release v0.3 [updated]

Changes:

• Increased version number in tool to "0.3 alpha" [updated]
• Updates per ASC MHL Spec v0.11 (ASC MHL Manifest format) (see PR #59)
• Ignore Spec (see PR #31, PR #40, PR #54, PR #58)
• add xxhash3_128 and xxhash3_64 algorithms (see PR #57)
• info command (see PR #39)
• fixes and enhancements (see PR #38, PR #41, PR #49, PR #50)
