In JavaScript this can be done via..
window.matchMedia('(prefers-reduced-motion: reduce)')

Is this currently possible or is there any plan to do so?

There's a asscroll.disablemethod. It's documented in the readme: https://github.com/ashthornton/asscroll#asscrolldisableparameters
