Allow specifying sources outside of this repo

Should probably take the form of

default: any unversioned file, or versioned file without a more specific source gets pulled from here

bai -define-source default=github.com/joe # expands to joe/.bai maybe?
bai LICENSE # Joe likes AGPL

versioned: any versioned file matching the "version" of this source would pull from here. might look something like...

bai -define-source gleam-community=github.com/gleam-community/gleam-community-bai # can also specify repo
bai LICENCE@gleam-community
