Handle OS types in CreateFromDpapi #15

We have CreateFromDpapi and CreateFromLegacyDpapi method to create a provider for windows and mono respectively. We should have one api exposed and we should handle the OS types internally

Is this a regression - previously it used to work on mono

This isn't a regression - the security and identity middlewares are explicitly calling CreateFromDpapi(), which is Windows-only. I'll fix this in the rewrite.
