Add goreleaser/nfpm tool to build images

Working towards building packages for all Go-based projects.

Not sure yet if this should be provided by default in the "build" images provided by this project or installed by each project's Makefile.

I'll need to see how I'm handling the tc-hib/go-winres tool and consider handling this one the same way.

I'll need to see how I'm handling the tc-hib/go-winres tool and consider handling this one the same way.

The primary difference is that specific tool is (for the moment) used by one project whereas this tool is likely to be used by all Go projects. That said, I plan to use that tool for all projects where Windows binaries are being generated, so treating them the same is for the best.
