Missing d.ts file in jspm install #13

In beta.1.3.0 the .d.ts file is missing from the JSPM installation.

It's purposefully removed. See the existing thread involving our migration to the Microsoft-recommended d.ts strategy. Don't update between now and the RC if you don't want to get broken. It's an incremental update process on our end so it takes time to get it all out.
