Describe the bug
Consider the following hierarchy for example.
State -> District -> Taluka -> Village -> Dam.
State being the highest, and Dam being the lowest.
If the CSV contains 2 columns with the highest address_level hierarchy, the locations get created without any errors.
To Reproduce
Have 2 columns of the highest level hierarchy in the CSV and upload.
Refer to the attached CSV file for an example.
