Describe the bug
Consider the following hierarchy for example.
State -> District -> Taluka -> Village -> Dam.
State being the highest, and Dam being the lowest.

If the CSV contains 2 columns with the highest address_level hierarchy, the locations get created without any errors.

To Reproduce
Have 2 columns of the highest level hierarchy in the CSV and upload.
Refer to the attached CSV file for an example.

It gets uploaded and this is how it shows up in the console.

Expected behavior
It should ideally give you an error and not allow the user to create incorrect entries.
