This would allow private gateways connected to the same scatternet to exchange parcels.

The main use case would be to support protesters, as they could use instant messaging apps -- amongst other apps -- during a protest. This would be even more powerful when combined with the broadcast functionality in #43.

The main risk I see is an attacker infiltrating to identify the origin of each parcel and/or refuse to relay them to other gateways, so this is going to involve a trade off between privacy, performance and availability. And obviously privacy is going to have to take precedence so I'm inclined to use a flooding algorithm.
