Please vend your own AWS SDK within your Python package instead of relying
on the Lambda runtime (even in SAM Local) as they might not be the latest
nor can guarantee any breaking changes.

pip install boto3 -t <src-folder-to-your-python-code> && <run sam local

Going to close this issue because as @heitorlessa said, you should vend your own Boto3. This is the best practice |

Just updated sam local and trying to use secrets manager with python I get this error:
