chore(deps-dev): bump prettier to v2 with .prettierrc

Issue #, if available:

• prettier-vscode@4.0.0 is not backward compatible prettier-vscode@4.0.0 uses prettier@2.x config by default prettier/prettier-vscode#1290
• New syntax of TypeScript 3.8 is only supported on prettier@2 https://prettier.io/blog/2020/03/21/2.0.0.html#typescript

Description of changes:

• bumps prettier to v2 in root package.json
• retains default prettier config from v1 in .prettierrc

Manually restored following folders, as it contains files which are not prettified (to be done separately):

• packages/smithy-client/
• protocol_tests/
