Describe the bug
When uninstalling perspective the cost bucket in the launch stack does not get deleted because it is not empty.

To Reproduce

  1. Uninstall main stack
  2. Uninstall launch stack

Expected behavior
All S3 buckets are deleted

Additional context
It appears the reason for this is a broken Ref in the Output section of the cost and usage CloudFormation stack.
