[Dashboard] widget configuration improvements (per property, and general UX)

Description

This task is to accomplish three goals:

• per property configuration of line thickness
• per property configuration chart type (line / step / scatter)
• simplify the grouping settings

Acceptance criteria

Beta Give feedback

1. line thickness per property is implemented
2. chart type (line / scatter / step) per property is implemented
3. per-property settings are grouped per the "per property configuration UX"
4. title is removed from an accordian and moved to the top of the widget settings per UX
5. widget settings for line styles, data point styles, and chart type are grouped per UX provided
6. widget settings are re-ordered to match UX provided
7. accordion header matches UX provided (gray background, stretched to fit panel. current UX does not match)
