[PE-D] Error when allocating to a different day

Reproduction steps:

1. Run split 1.
2. Run allocate 3 1 2.

The error message states that the member has already been allocated to that facility. However, they were allocated to that facility on a different day (Monday instead of Tuesday), and on Tuesday they have not been allocated to that facility. The error message should perhaps indicate that scenario instead of displaying an inaccurate message.
