upload block blob is twice as slow after a change around 4/28 #187

now the progress shows 0%, then 100%. Previously is only showed 100% and ran twice as fast. We may be slowing down this command with the polling the LRO does

The consolidated upload blob command simply added a dictionary to switch on a type parameter to call the appropriate upload method. The polling behavior and the block blob upload process were not changed.

perhaps this was a service change. We can re-open if it becomes an issue with larger files as well
