空的incomplete文件close的时候有问题 #248

sdk写一个新文件，nameserver已经分配好cs，但是sdk还没有写cs，其中一个cs就挂了。nameserver close incomplete block，但是cs并没有创建block对应的实际文件。三台机器如果都挂掉的话，文件lost
