Issue Type: Enhancement

Description:

The current notice board design on our webpage requires a redesign to improve its visual appeal and usability. Additionally, we need to find a more suitable location for the notice board to enhance its visibility and accessibility for users.

The primary objective of this issue is to revamp the notice board with a fresh and modern design that aligns with our webpage's overall aesthetics. The redesigned notice board should effectively convey important information and announcements to users in an organized and engaging manner.

Furthermore, relocating the notice board to a more appropriate location will ensure that users can easily locate and access it. This involves identifying and integrating a new position within the webpage's layout that maximizes visibility and convenience.
