Instead of using the environment variables setup within the GitHub Actions workflow, we should ensure that all tests pass through `npm run test`, so it's an easier and more consistent local feedback loop.

An opt-in approach to producing a means to store hashtag-to-tag conversion as
noted in #24 as something I'd like to have supported.
For now, just allows retrieval of the items, CRUD will be added shortly.
Depends on #34.
