distribs is an idea whose time has passed.

Plan:
Things to do, with a lot of parallelizations

  • dissallow package(distribs)
  • make distribs a no-op
  • disallow distribs()

Migration recipe:
TBD: Reference examples of better replacements will appear in rules_licenses
