Open BUILD file from active file open in the editor

Feature request to add to the bazel commands one in which the tool can find a sibling BUILD file or navigate up the directory tree until it finds the nearest BUILD file, relative to a file currently open in the editor.

Adding a context menu to trigger that "Open BUILD file" lookup would prove very convenient, much like the C++ extensions Switch Header/Source
