1. Bump node-sass, gulp-sass and sass-true in /public/application-assets …

   Removes [node-sass](https://github.com/sass/node-sass). It's no longer used after updating ancestor dependencies [node-sass](https://github.com/sass/node-sass), [gulp-sass](https://github.com/dlmanning/gulp-sass) and [sass-true](https://github.com/oddbird/true). These dependencies need to be updated together.

   Updates `gulp-sass` from 2.3.2 to 5.1.0
