Create UI: app fails to start (ops issue # 3105)

The following critical issue was found in Prod (and reproduced in Test and Dev):

I think we should remove the isVitest flag check as unit tests (maybe an exception would have been thrown or warning etc?) would have been able to detect this issue I believe.

I think @JazzarKarim did a bit of work on this. Let's see if he's already looked at the unit tests.

I increased the estimate to "3" to account for the hotfix done on Friday and the unit test work in progress.
