MHR API Search Unit Note Exclusion Requirements

Doug's comment:
Excluding document types '102' and 'NRED' for registries staff is a new/missed requirement. These document types are excluded for all users:
'103', '103E', 'STAT', 'EXRE', 'NCAN'
These document types are excluded for non-staff:
'102', 'NCON'

Question: are SBC staff considered staff for search report content? Answer in OPs ticket: no.
Verified: only Registries staff are considered staff when generating reports.
Verified the above report was a Registries staff search (ID 2203099).

@arlentees @lbergero819 review requirements for exclusion of unit notes by document type to see if any other rules were missed?

Decision: for now exclude '102', 'NRED' document types in search reports for all users.

Notice of redemption is a type of Cancelation for Notice of Tax sale so shouldn't show up in a search output which I missed that in my original notes.

However requirements for 102 Decal Replacement were to show the unit note in search outputs for staff only. I'm wondering if Sharon thinks this shows up for all users.

Include Document Types for Staff
NCON, CAU, CAUE, CAUC, NPUB, 102, TAXN, REST

Include Document Types for Qualified Suppliers
NPUB, CAU, CAUE, CAUC, REST
