Migrate api (controller) to a regular python base image

Migrate the api (controller) to a regular python base image. All indy references have been removed form the api (controller), therefore bcgovimages/von-image:py36-1.7-ew-0-s2i as the base image is no longer required.

Upgrade to an image containing a newer version of Python. Options include;

• rhscl/python-27-rhel7
• rhel8/python-27
