Import Completed Name Request From COBRS to Oracle Names DB

Detailed Description

There are several Name Request that were completed in COBRS and never migrated to names/NRO. Now that we are moving names off of COBRS, all this history must be imported into NAMES and will show up in NAMEX as Name History in SOLR. There ha sbeen a disconnect between these completed NRs and COLIN therefore the status of the name in COLIN will have to be evaluated. If the name is not active in COLIN then it will need to be added to NAMES as a historical name. There are probably some other use cases that need to be determined. This must be done before COBRS is shutdown completely ( when co-ops come off or before). We will need to investigate to determine if we need to briny any r all of these over to names.
