query tool on mobile

The query tool has usability issues in the mobile version. These also exist in the desktop version, but not as pronounced.

With only 2 or 3 parameters, the panel is too long to be able to show the results below the parameters.

One possible solution (mentioned in bcgov/smk-legacy-ui#45) is to add scroll bars onto the parameter part of the query panel. This will help but is not that great either.

I propose that the panel be split into 2. The query tool shows only the parameters on the first panel. When the query is executed, the results are shown on a new panel. The [back] button can be used to return to the query parameters. Scroll bars are present on both the parameters and results panels.
