Setup Leaflet to be used in MoreCast UI

Acceptance Criteria

• MDS, Water, Real Property and Invasives have all used Leaflet for mapping, reach out to these groups to see if there are some lessons to be learned before setting it up
• Setup Leaflet with MoreCast

Additional context

• Many other teams (MDS, Invasives, Water, Real Property) are using leaflet so there could be a lot of internal resources to help should we go that route

@jakemorr I've chatted with the Water team, we used leaflet on the gwells project - but on their now project they've been trying out mapbox. Their P.O. is very positive re. Mapbox as a choice over Leaflet. It may be worth reaching out to them and hearing why they chose to go with Mapbox having had Leaflet experience.
