例如以数据库db和ldap为例，需要满足以下场景

ldap认证失败的情况下，db不能进行认证
ldap没有对应的账户的情况下，db可以进行本地认证
ldap认证成功的情况，db不能进行密码认证，可以进行其他的状态检查
