Unable to download packages >500Kb from Buster

I have an issues of downloading packages more than ~500Kb to Buster VM from Cacus running on Stretch

can you pls explain, what exactly you are trying to do here, ideally - show the command line to reproduce? Are you importing the repo?
and also pls show logs
