This PR is a single squash of PR #12544, for 4.4 maintenance.
It stabilises the timing of DShot beacon commands and ensures that valid DShot 0 commands are sent between Beacon tones, ensuring that that the ESC doesn't reset itself.
Please see PR #12544 for further details, it has already been merged into 4.5
