OpenSUSE uses zypper so setup-util-* scripts need to be updated to ensure ZYPPER is provided

The opensuse virtual machines (leap and tumbleweed, offline and netboot) all seem to have issues functioning properly for me (intel mac running vmware fusion), so I'm unable to accomplish this myself.

This issue is open to whoever wishes to take it.

This is more or less done as the setup-system workflow proceeds successfully, the only issue is setup-dns however that now incentivises nog running it on unsupported environments
