Export integrated_tool_panel.xml to the host system. #13

The seems to be in /galaxy-central and not in the config directory, so it's not exported to the host system.

@diehlsa hope it's now working for you.
The integrated_tool_panel.xml is a little bit more tricky because a symlink is not valid. If Galaxy detects a symlink as integrated_tool_panel.xml this will be replaced by a new fresh file, not pointing to /export/. So I needed to set it as $GALAXY_CONFIG env as well.

Why would Galaxy do that? Erg... oh well.

@jmchilton I have no clue. The problem is that integrated_tool_panel.xml gets rebuild every time a changeset is detected or if the file is missing. Maybe the path-check does not take links into account?
