Outlook Toolabar Issue

I am using Outcall 1.6 on Windows 7 64-bit with Outlook 2007.  I have done a 
fresh install on one machine that never had Outcall and it works just fine.  I 
have tried to install on a machine that had a previous version of Outcall.  
Outlook toolbar is not available.  Ran as administrator and is still not 
available.  I uninstalled, removed directory from Program Files and 
reinstalled.  Still no Outlook toolbar.

Is there anything else I can do?
