The
build.pyscript generates some diagnostic messages. The changes in this PR were motivated primarily by a desire to make the order of these messages more deterministic, so that subsequent rebuilds aren't plagued by "changes" that just represent the same data/messages in a different order. As an added benefit, the changes to the code are a bit cleaner.
