The project management process is in a number of ways already in use, but it's important to properly propose it to ensure we have buy-in and understanding among contributors, especially would-be project owners.

The proposal itself will be brief, mainly pointing to the process as documented in #44 at https://bisq.wiki/Project_management and asking folks to provide their approval feedback via comments and reactions. I do not intend for the proposal to go through a formal DAO vote unless it becomes evident that doing so is necessary.

I'll also include a link in the proposal to a short screencast I intend to record covering the master projects board and providing a bit of hands-on, visual context for the overall process and related infrastructure. See #46.
