I have installed the DroidVNC-NG on my S9+ and started the service with my phone Data (no wifi connected) and try to log on my computer with real vnc and it can't connect to my s9+...

Yeah, that's out of scope for this project. What you request is kind of a VNC repeater infrastructure with public repeaters and automated connection setup. droidVNC-NG is just a VNC server at the moment, there are no plans to also host a repeater service.

#33 is kinda related though for self-setup.
