Use param.default file inside of repo, don't copy to user dir until user edits.

We have a problem where if we update the parameter defaults for mavproxy, gstreamer etc, the new defaults will not apply unless the user resets to defaults.

The defaults should always apply UNTIL the user has explicitly changed their configuration.
