Selectively compress JPEG files using Lepton #1632

Leveraging the new selective compression feature, JPEG files could be optionally encoded using the Lepton tool/file format, saving an average of 22% per JPEG file. For backing up large photo archives, this would represent quite significant space savings.

JPEG XL seems like a much better option, it's an official JPEG standard with similar size reduction.
