"Send to Open Radar" isn't persisted in saved file

When you save a Brisk file to disk, the value of the "Send to Open Radar" checkbox is not persisted. I think it should be, since I often check it early, then save the radar and come back to it later.

Ah yea, so right now opening a file assumes that you don't want to send it to open radar. IIRC this is because opening a file vs opening a radar downloaded from open radar for duping hit the same codepath, and we chose to not send dups to openradar. We can probably figure this out though.
