PrivacyPolice breaks reconnecting to known wifi networks on Android Oreo #51

Connceting to an AP the first time works fine. but reconnecting or connecting to other network is broken. You can see android trying to rescan for network very agressively. The only workaround is to forget existing networks and restart android before it is possible to reconnect.

If you need any logcat dumps I can make one.

Sounds like same problem on Android 7. It helps when enabling GPS

Unfortunately, I'm currently unable to actively work on Wi-Fi PrivacyPolice due to time constraints and other work. However, I'm happy to take and check any pull requests sent my way, and incorporate them into a quick release!
