[iOS] - Sometimes Playlist Items save offline but won't delete - follow up to #38665

Created/Copied from #38665. We reverted the original fix via #39146. We'll need to address/fix this again in another release.

Description

• Somehow, some users are able to have an offline item that won't delete and takes up unnecessary space even when the playlist item itself is already gone.
