Add Release Notes for iOS Release 1.65 #38455

@Uni-verse we should also add/mention that chromium was updated as well it went out with 124.0.6367.82 which is higher than the previous release. iOS wasn't added to #37814 hence missing it for release-notes/include.

@Uni-verse @kjozwiak @srirambv not sure which to tag or best way to otherwise reach out but wanted to ask if there's any way to get updates to the changelog? The last time anything was mentioned was this release 2 months ago for 1.65.122
