Re-enable stackage test builds for all service libraries #170

Stackage test runs have been disabled for all libraries excepting amazonka and amazonka-core due to the requirement to upload the amazonka-test library dependency to Hackage.

Due to concerns about polluting the amazonka-* namespace, It'll need to be rethought before tests can be re-enabled.
