Create User - No Email Configured = Timeout #1

Timeouts when creating new user.

Email is not configured
“Send Email” check box is marked.
Try to create new User.
Result --> Timeout?

Brian to confirm. And if true, submit Issue to GitHub. Transmission of emails should be asynchronous, and never result in timeouts.
