Since we're going to replace the Cygwin based windows zeek package with one build with MSYS2-MingW, we should be able to build it in much the same way as the Linux/Mac artifact. To do this, we'll need to create a Github Actions workflow for windows that prepares the msys2 build environment & creates the release artifact.
