Accessibility: High contrast theme

We need to have a theme where focus is extremely visible and event colors are significantly different.

The presence of this theme could also be detected in code and trigger the addition of elements and attributes required for high accessibility environments.

This could mean less overhead where it is not required and remove any obstacles to building in high accessibility features into the code base if they are conditionally executed.
