Yup, that is completely fair. It means that it rely's on environment variables set by our agent inside a build. If you tried to run it on your local machine (outside of a build) you would get errors about missing environment variables. We will revise to make it clearer.
In regards to this section:

It isn't clear what this means. Does it mean:
(1) Downloading artifacts outside the current build
(2) Downloading artifacts outside any build
