There are completely artificial, man-made objects such as cooling basins, sewage treatment reservoirs which are currently supposed to be tagged by natural=water, however, these objects have nothing to do neither with natural objects nor with water. These objects also have their primary entity independently of substance they contain, therefore, they should be tagged by man_made= key, being completely artificial and not being a building.
